I think he's from the Smithsonian museum, and is Egyptian, and they named him William. IIRC.

William is looking straight ahead, but otherwise very similar to the one on this post. He's from the Metropolitan Museum of Art.

This is ANOTHER blue faience Egyptian hippo with lotus painted on the side. It was apparently an extremely common theme.
