Bwahahahaha! That was a wild, blackly funny, and exhilarating ride, and it even managed to be touching at times. I'm still grinning here.
FWIW, I think most of the ep, that which wasn't on Elton's video, was as he remembered / imagined it, not what really happened. For example, we hear the victims scream as he walks down the street, but he obviously didn't hear them at the time; he's just imaging that they must have.

I certainly didn't see it as an attack.
I think there were other reasons some people didn't like it -- felt it was just "not Who" if it didn't have much of the Doctor in it, and simply felt it was too meta.
